I don't see him as totally off limits if he matures - an 18 year old watches a 12 year old go through maturity and they clearly shouldn't have a relationship at that point. If he gets to grow, remember, and learn, then we might see him shift into a character that IS justifiable to romance. I do agree with their decision not to make him romanceable this game. Because he talks about 'growing' then, and Solas even seemed to express surprise that Cole had not experienced desire yet and that was even BEFORE the choice of spirit/human.
Cole as a romance in the NEXT game, if he shows up, could actually work in my opinion, but maybe reliant on you picking the 'human' option.
